Golitsynsky Bus Plant history has started in 1989 by signing a memoran-dum of understanding with "Mercedes-Benz AG" Company (in February 1989 Mr. B. V. Kaminsky, General Director of "Avtrocon" Concern signed the first memorandum of understanding on licensed manufacture of busses in the USSR). Based on the Government resolution ¹ 778 dd. September 22, 1989, "On Additional Incentives for Development of Economic Relations between the USSR and Federal Republic of Germany" a decision to manufacture a wide range of busses for various purposes under the license agreement with "Mercedes-Benz AG" Company was passed. In 1990 license for manufacture of coaches, intercity and suburban bus family (make O 303) was acquired. In the same year February a handover of parts for the first two "Mercedes-Benz" buses (make O 303) took place in Mannheim for their further assembly at Golitsynsky Plant. November 15, 1990 saw the signature of Partnership Agreement between "Avtrocon" Company and "Mercedes-Benz" AG. At the same time (1990-1992) intensive construction of plant buildings and personnel recruitment were being carried out. That was the time of the Plant collective body formation. Shipments of bus production equipment, including blanking, welding, painting, and assembly equipment were started under the License Agreement, and training of the key personnel was held both in Russia and Germany. Along with that, the world famous company, being the Partner of Golitsynsky Plant, kept providing humanitarian aid for the personnel of Golitsynsky Plant. Due to certain objective reasons, implementation of the Project started in April 1993 with creation of production infrastructure, equipment deliveries, training of the personnel in Germany, and know-how transfer. Twenty-five O 303 make buses were assembled from "Mercedes-Benz AG" components at that time. And in 1994, a full-scale production of that bus make started. The first coach was sold to "Dynamo" Club on January 28, 1994. In October 1994 under extremely tight (for the domestic bus industry) schedule GolAZ Plant assembled a pilot version of articulated city bus. On February 3, 1995 this articulated bus was transferred to Filyovsky bus and trolleybus fleet for its further testing on Moscow route ¹ 688. A commercial production (including articulated bus versions) has started since 1995, after the License Agreement with "Mercedes-Benz AG" Company was signed (on 04.07.1995). The bus was named "Rossiyanin". Due to optimum combination of performance properties and price, as well as safe and advanced design, the bus is quite competitive on the Russian market. The relative downside on the price of the bus is fully justified by the payback on its high reliability and serviceability. Jointly with "Mercedes-Benz AG" Company the program on participating in the World Bank Tender for bus shipment to 14 Russian cities was developed and approved. In 1996, competing with 25 leading bus manufacturers at the IBRD Tender, Golitsynsky Plant, secured an order under "Municipal Transport" Program for shipment of 160 vehicles of extra big size to Omsk, Samara and Tcherepovets. The first shareholders' meeting took place on April 24, 1996. The meeting elected Board of Directors of GolAZ OAO Holding Company. In June 1997 the Plant won another tender and started supplying city busses to Yekaterinburg. February 2, 1998 saw presentation of the first two AKA-5225 city bus makes for Yekaterinburg. Unfortunately, the financial crisis of 1998 affected Russian sales markets and set new challenges for the Plant. The Company's answer to deteriorated economic situation, was the beginning of less costly vehicle manufacturing for suburban and intercity service, using domestic components whenever this was possible. Since September 2000, "Golitsynsky Bus Plant" OAO has entered "RUSPROMAUTO" Company. In May 2002 GolAZ-4244 bus make was awarded "Best Russian Made Bus 2002" title. In August 2003 the Plant received special prize of annual motor show for the first Russian coach "Cruise". The Plant, currently, has up-to-date and, in many ways, unique production facilities, consisting of highly efficient manufacturing, welding, paint, and assembly lines supplied by the leading German Companies, viz. "Durr", "Eisenmann", "Trumpf", etc. On April 12, 1992 the Golitsynsky Plant launched its first O 303 bus make TV commercial on the 1st national TV channel. Since 1992, "GolAZ" Production Association has become one of the founders of "Krylya Sovetov" junior hockey team. In April 1995 children of the plant employees visited Germany. This visit gave start to a new form of cooperation with "Mercedes-Benz" Company in cultural, sports and arts spheres.
